So here's a novel idea. You're a fairly well known but also fairly underground artist who've been releasing varyingly idio-syncratic albums for the last ten years. You realise you've got enough throwaways/b-sides etc to go on an album and in order to promote it you decide to buy time on the biggest and most prolific advertising time-slot of the year. Superbowl Sunday.
A mere one second of ad-time in this most-American of occasions will cost you $100,000 and thats how much E paid to advertise the new Eels b-sides and rarities album Useless Trinkets.

No there's nothing wrong with the clip. It is actually that short and that was what was seen (and in all likelihood what was missed) by the majority of Yanks who traditionally take a piss during the ads.

In the end the NFL refused to air it cause they would have to sell 29different seconds of air time to someone else. Which is a bit stupid reall they could sell 29 full seconds to one other person, but anyway they saved E from himself
